How to change default boot OS in grub?

i have grub 1.97(beta4) installed and right now ubuntu 9.10 is the default option. i would like it to boot into windows XP by default and let me choose ubuntu if i want. i tried editing /etc/default/grub (and using update-grub) and there is no /boot/grub/menu.lst file because a few sites said it was there and i even tried creating one but it didnt work. thx for answers =)How to change default boot OS in grub?
Possibly the grub (beta) version isn't the whole package yet.

I would try a forum site, like Linux Mint forums they are the real deal and would be more likely to be able to answer your question.
