As far as I know you can not switch from an active OS and boot Express Gate without rebooting your system. Express Gate is just Linux on a SSD, and Asus made no provisions to run it as a VM under any other OS or vice versa.
But why would you need, much less want to boot Express Gate once you have an OS running? Express Gate just gives you quick access to Skype, the internet, IM and a few limited tools like picture viewer. All these applications or their equivalents are available in Windows and Linux. With the exception of Skype these are general apps that come with the basic OS.
Asus created Express Gate to allow users to do basic computer tasks without having to wait for their computers to boot up. Once the computer is running you can do the same basic tasks under your OS.
