It also depends on what OS you are trying to change to.
Previous Windows version to XP (upgrade) - you need only put the cd into the computer, reboot and boot from the cd
Previous Windows version to XP or Vista (fresh install)- you will need to format the computer and then install with a fresh cd.
Any Windows version to Linux - you can generally run Linux systems completely off the cd or load it directly into memory, these do not generally require a format.
It depends. If you are trying to UPGRADE your OS (like from Windows 98 to Windows XP), you can simply install it over the earlier version. Pop in the CD and follow the instructions.
Its more involved if you want to change your OS. What are you changing to?
But whatever you do, ALWAYS back up your important files! You don't want to risk losing them forever!
